Prolific Offender Project (Tower)...
Inward House Projects have a supprt worker based within the Tower Team based at Burnley police station. The Tower Project is a countywide multi agency initiative that targets persistent offenders who suffer addiction to drugs and may be trapped in a cycle of offending, drug taking and prison. It aims to reduce victims, crime, levels of re-¬offending and the level of deaths, illness or injury caused by the use of drugs. Persistent offenders often find themselves excluded from many mainstream services such as GP’s, Housing and Benefits help due to their erratic behavior. Increased crime rates have been affected by a few dependent offenders, this has particularly impacted on Best Value Crime, namely Burglary, Street Robbery and Car Crime.Referral Criteria
Offenders will be selected on the following criteria:
- Individual is a prolific offender who commits acquisitive crimes namely Burglary, Robbery and other street crime
- Offender commits crime to fund his or her drug use
- Offender resides / commits crime in Burnley, Pendle or Rossendale area (F Division)
- The Lancashire Constabulary sleuth based offending matrix should be used to identify these individuals.
